Sheff Wed Deals with Serious Challenges, Says Independent Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's ongoing struggles represent a a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in such situations, the newly appointed chairman the official has stated.

During an extensive discussion, the chairman, who was recently selected, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporters' associations representing the Championship side recently.

The team have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the great brands for football in England and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases submitted for our review if they warrant scrutiny and dealt with."

Economic Challenges and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in earlier this year led to sanctions by the football authorities in June, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although the ban was rescinded in August.

Official's Viewpoint

The regulator explained: "Our role exists to serve the supporters of Wednesday, Bury or any football club where supporters are loyal to a local institution that has existed throughout their lifetimes in numerous instances.

"I completely understand Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the fans themselves."

Inquired if the regulator could force an owner to sell a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"The final option we would consider is begin intervening in an specific team, an particular chairman, without having the opportunity to collaborate with that proprietor to address the issues that the club's facing and the owner's facing," Kogan said.

"However, realistically, when you examine the past of the sport, over the last 20 or 30 years there have been certain proprietors, not many, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to detail the scope of the authority recently and stated it constituted a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made could disappear swiftly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a major achievement - we must maintain momentum.

"Considerable investment entering the sport and has been channeled for the recent generations, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on risk and of course, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I fully support the achievement and development as an financial organization of the elite league.

"As someone who appreciates the concern of undermining the Premier League as a premium product of this country. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a significant confidence."

Ideological Links

The regulator remains subject to a "full inquiry" by the official appointments authority after he acknowledged providing funds to the political party in 2020.

The chairman provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any sort of politics."
