English Councils Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a latest survey of municipal councils, English councils are planning to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to balance the books.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of public land and land to shore up their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of authorities seeking to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders said they would prioritise restructuring services and utilising savings to weather increasing financial challenges.”

Detailed Examples of Proposed Disposals

One local authority in Kent said its property management strategy included the disposal of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Financial Strains

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of county councils this week also found council budgets being stretched by the increasing figures of children and older individuals needing Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Gaps

According to the most recent indices of deprivation (IMD) for English councils, many participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest IMD measures,” said the study.

“While only one key city is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The figures highlights the scale of challenges confronting local leaders across key cities in the next twelve months,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the actual extent of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the last year, the study found.
